A consultation meeting was held to present the revised draft Law on Social Welfare and related legislative proposals to representatives of civil society organisations and to gather their feedback.
During the meeting, Yu. Otgonbileg, Director of the Social Welfare Policy Department at the Ministry of Family, Labour and Social Protection, introduced the objectives of the proposed reform and outlined its key amendments. He emphasised the need to make Mongolia’s social welfare and social protection system more responsive, efficient, and effective in meeting the diverse needs of the population.
Civil society representatives raised questions, sought clarification on various provisions of the draft law, and shared their perspectives on the proposed changes.
In particular, participants stressed that the reform should not focus solely on persons with disabilities and older persons, but should also consider the circumstances and needs of other groups who may remain underserved or excluded from existing social welfare and social protection services.
The discussion highlighted the importance of ensuring that the revised legal framework reflects the diverse realities of people who rely on social welfare and protection systems and helps address existing gaps in access to services.
At the conclusion of the meeting, civil society representatives expressed their commitment to reviewing the draft legislation in greater detail and submitting written comments and recommendations.
The draft Law on Social Welfare is available on the website of the Ministry of Family, Labour and Social Protection.
